Lesson 02: Medicaid Eligibility

Ohio Medicaid provides coverage to the following groups:

• Children (up to age 19)
• Pregnant women
• Families with children younger than 19
• People with disabilities
• Older adults (age 65 and older)
• Certain women screened for Breast and/or Cervical Cancer
• Other types of assistance: Medicare Premium, Disability Medical, Refugee Medical, Alien Emergency Medical

To qualify for Medicaid, a person must meet basic requirements:

• be a U.S. citizen or meet Medicaid citizenship requirements. Your local county Job and Family Services office can help to explain these requirements and can help get you enrolled.
• be an Ohio resident;
• have or get a social security number; and
• meet certain financial requirements.

Income

Medicaid eligibility depends in part on monthly income. Monthly income cannot exceed a specified standard amount. The standard amount usually increases each year. If a person with medical expenses has an income that exceeds the standards, he/she may be able to achieve Medicaid eligibility through a method known as "Spend Down".

Resources/Assets

Eligibility for Medicaid also depends upon current resources/assets. Total resource amounts cannot exceed a specified limit.

Should I apply?

You may want to consider applying for Medicaid if any of the following are true:

• You are aged (65 years old or older), blind, or disabled and have limited income and resources.
• You are terminally ill and want to get hospice services.
• You are aged, blind, or disabled; live in a nursing home; and have limited income and resources.
• You are aged, blind, or disabled and need nursing home care, but can stay at home with special community care services.
• You are eligible for Medicare and have limited income and resources.
